Mary Bush2Mary K. Bush, President of Bush International, LLC, a financial consulting firm she founded in 1991, has 35 years of experience in business, global financial institutions and government. She is well known in international financial circles for innovative financial and business strategies that have helped transform markets. Ms. Bush has served three U.S. Presidents–as a senior Treasury Department official, as the U.S. Government’s representative on the International Monetary Fund (IMF) Board, as head of the Federal Home Loan Bank (FHLB) System, as a board member of Sallie Mae and, most recently, as Chairman of the congressionally-chartered HELP Commission.

Ms. Bush created and was head of the International Finance Department at Fannie Mae. There, she led the creation of groundbreaking mortgage-backed securities financings. Using financial innovation and her extensive network of global relationships, she also helped Fannie Mae develop a strong presence in global capital markets. At the IMF, Ms. Bush led the creation of a facility that channeled several billion dollars from the IMF and World Bank to countries that enact free-market, business-friendly reforms. She also led the reform of IMF accounting practices to incorporate GAAP (Generally Accepted Accounting Principles) for recognizing past-due loans and interest. This methodology was also adopted by the World Bank. While head of the Federal Home Loan Bank system, Ms. Bush strengthened portfolio risk analysis and oversight, created an affordable housing program and developed a dividend policy to balance the Banks’ stability with the cash needs of Savings and Loan institutions during the S&L crisis. As Chairman of the HELP Commission, Ms. Bush led the Commission in developing its report that lays out a roadmap for re-vamping U.S. foreign assistance to emphasize economic growth in the developing world, public-private partnerships and legislative changes to increase the effectiveness of U.S. foreign aid programs. She now serves on the U.S. Treasury Advisory Committee on the Auditing Profession.

Ms. Bush serves on several boards, audit, finance and governance committees for publicly traded companies, mutual funds, and not-for-profits, including Marriott International, Inc., UAL Corporation (United Airlines), Briggs and Stratton Corporation, the Pioneer Family of Mutual Funds, ManTech International Corporation, Discover Financial Services and the Kennedy Center Community Advisory Board. She serves on the Board of Governors of the Investment Company Institute. She is also an International Advisory Board Member of Stern Stewart, the firm that pioneered Economic Value Added (EVA). Ms. Bush is a member of the Council on Foreign Relations and a former member of the following boards: Brady Corporation, Mortgage Guaranty Insurance Corporation, Texaco, Inc., Nationsbank Trust Company, American Security Bank, Sallie Mae, the Hoover Institution on War, Revolution and Peace and the March of Dimes.

Ms. Bush has a B.A. in Economics, Phi Beta Kappa, Magna Cum Laude from Fisk University and an MBA in Finance from the University of Chicago. She is a frequent speaker, before business and regulatory audiences, on financial, audit, governance and international matters and has hosted a nationally broadcast television show on international business. Ms. Bush enjoys singing, tennis, golf and the classical arts.
